Effective leadership is vital to the success of HSE control program. Management leadership lays the foundation upon which a solid program is built and reflects Management commitment for its implementation. Element 1 sets the standard for the effective Management leadership of HSE aspects in MOISS organization. EXPECTATIONS Policies are established, communicated and periodically updated. Establish and implement HSE Management Systems. Clarity, definition and documentation of HSE roles and responsibility assignments for relevant employees and contractors are provided from day one in job description. Managers demonstrate commitment for improving HSE performance through leadership and active visible HSE participation. Employees are encouraged to communicate opportunities for improved HSE performance. Managers plan by reviewing operations, evaluating risks/opportunities, setting measurable objectives, developing action plans and reporting annual achievements. HSE Performance indicators are established and measured. Individual and team contributions to HSE performance are recognized and considered during employee performance reviews. Procedures exist at all levels to encourage transfer of good HSE systems, programs, procedures, practices and technology. Contractor selection includes review of contractor HSE-MS and HSE performance. Management reviews HSE success and incorporates improvements into HSE-MS.
